Accessing your records

I have logged into eDelivery through ID.me or Login.gov. Where do I access my records?

Once logged in to eDelivery, click the link titled “eDelivery Initial POC” on the Projects page to access your records.

I have logged into eDelivery through ID.me or Login.gov; however, I am not able to review my records. Have my records been uploaded to the system or not?

Yes, your records have been uploaded and are available to view. To have your request visible in the eDelivery user interface, make sure that the email used to make your request is the same one used to create your account. That will link your request to the record you are logging in to view. If that process is followed, you will see your request associated to the requester’s email address.

Example: John Doe is a lawyer with johndoe@lawoffice.com, but the email associated with his ID.me account is johndoe@gmail.com. All FOIA requests were made with johndoe@gmail.com, but when John Doe logs in he will not see the records because the email does not match. We recommend using the same email that is included on the request form.
I do not have an ID.me or Login.gov account. Can I still view my records online? If not, how can I get them?

You will need to create an ID.me (opens in a new window) and/or Login.gov (opens in a new window) account to log in and view the records that were requested.

Registering from overseas

I live overseas and have a foreign telephone number. How can I register for ID.me?

If you live outside the U.S. and want to create an ID.me account, use the following link for step-by-step instructions on how to set up your account:

Verifying if you live outside of the U.S. and have an SSN (ID.me Help) (opens in a new window)

You can use an international phone number for Multi-Factor Authentication (MFA). If there's an error, use a method that doesn’t rely on phone calls or texts. ID.me recommends setting up a passkey or using a code generator. Reference the link above for setting up these options.

I live overseas and have a foreign telephone number. How can I register for Login.gov?

If you live outside the U.S. and want to create a Login.gov account, use the following link for step-by-step instructions on how to set up your account:

Create your Login.gov account (Login.gov Help) (opens in a new window)

In some instances, you can use an international phone number for Multi-Factor Authentication (MFA). If there's an error, use a method that doesn’t rely on phone calls or texts. Login.gov recommends setting up a passkey or using a code generator.

Representatives and attorneys

I’m an attorney with multiple VA clients that require access to records. How can I go about viewing all of my clients’ records?

Any person or entity that requests FOIA/PA documents on behalf of a veteran is required to have their own ID.me or Login.gov account to access those records. To have all requests visible in the eDelivery user interface, make sure that each request is made using the email address of the contact person. That will link the request to the requester’s email address. If that process is followed, the requester will see all requests associated to the requester’s email address.

Because access is associated with the individual’s login through ID.me or Login.gov, only a single specific email address can be used for the designated representative.

Missing or incomplete records

My information was viewable yesterday, but today it is missing. What can I do to get my records back?

FOIA/PA documents are accessible in eDelivery for 180 days from the date the requester is first emailed. After 180 days, records are moved to a long-term storage drive.

If it has been more than 180 days since you were first notified that you had FOIA/PA documents to view, please send an email to paasupport.vbaco@va.gov. Please include your Claim ID (if available) when emailing PAASupport.

I am missing information from my request. Who can I speak with to get all of my records?

Please send an email to paasupport.vbaco@va.gov. Please include your Claim ID (if available) when emailing PAASupport.

I’ve logged into eDelivery and confirmed my email matches, but I still cannot see records.

If this is the first time you have logged into eDelivery to view records and you receive a screen indicating there are no records, your data may not yet be available. This is because your account did not exist when your files were initially uploaded to eDelivery. It can take up to 24 hours for your records to map to your newly created account, so please check back tomorrow.

If after that you continue to receive a message that the records are not viewable, please send an email to paasupport.vbaco@va.gov. Please include your Claim ID (if available) when emailing PAASupport.
